Design-Build-Operate (DBO)

DBO delivery method extends the DB delivery method to include operations. The owner continues to own the facility or equipment.

Design-Build-Own-Operate (And Transfer) (DBOO(T))

This delivery model involves a public sector partner contracting to a private entity to design, build, operate, and own a large infrastructure project for a specified amount of time—typically long term. Then, the private firm can transfer, or not, the ownership to the public sector partner at the end of the term. This is the difference between DBOO & DBOOT.

  • Public-Private Partnership (P3)
  • Private partner assumes all risks associated with planning, constructing, operating, and maintaining project for specified time period.

Construction Manager at Risk (CMAR)

Project delivery method that requires the Construction Manager (CM) to deliver the project with a Guaranteed Maximum Price.

  • CM provides professional services to owner
  • CM often offers some of the actual construction
  • Owner has higher level of cost control
  • CM manages project on behalf of owner—less risk to owner

Water Processing Agreement (WPA)

A Water Processing Agreement (WPA) is an agreement where a developer arranges for the design, permitting, and installation of a water treatment or reclamation system on a customer’s property at little to no cost.

The WPA is structured as a turn-key project delivery vehicle. These agreements allow our customers to receive all the benefits of the system, including significant water and sewer utility cost savings, without the distraction of operations and ownership.
